Academic Qualification: Bachelor of Laws (LL.B.) University of the East, 1981.Bachelor of Science in Business Administration Major in Economics, University of the East, 1976. Career Service Prof (E) eligible.

He served as Philippine Liaison Officer to the Organization of Islamic Conference, Jeddah, Kingdom of Saudi Arabia (1995-1996 and 2005 to 2007).

 

Fellow, U.N. Human Rights: (Course A80693) Human Rights Reporting and National Capacity Strengthening, U.N. Human Rights Centre, Geneva, Switzerland and International Labor Organization, Turin, Italy, November 1996.

He has experience with several situations of mass evacuation and repatriation of Filipino nationals.

 

Awards and Citations:

(1) Commendation from Secretary of Foreign Affairs Domingo Siazon, Jr. for participation in the emergency evacuation of Filipino nationals in Phnom Penh during the Cambodian civil strife in 1997 which was successfully executed due to the professionalism and high degree of responsibility of the Task Force.

(2) Citation from Secretary Alberto G. Romulo in August 2007 in recognition of his exceptional accomplishments and meritorious performance of duties as Head of Post, Philippine Consulate General in Jeddah, thereby advancing the interest and rights of Filipinos overseas.

(3) Received several certificates of recognition and plaques of appreciation from various Filipino civic organizations in his previous foreign postings for his invaluable contribution for the protection and promotion of the welfare of the overseas Filipino workers.

 

Family Status: He has three children Abul Khayr Mohammad Noordin Arafat, Abd El Fatah Dudayev and  Aniqa Imtiyaz with his late wife Amenah Rokhaya Alonto.
